The Corporate Services Branch provides human resource management, financial, information technology and administrative services to the Department For Community Development.  The Branch comprises:

  • The Human Resources Management Section; and
  • The Finance and Administration Section

Human Resources Section

The Human Resources Section provides support services across the Department and to some Ministry for Community Development agencies as it concerns salary processing, filing of confidential staff information, advice and counseling, staff recruitment and development and staff training.

Increasingly, the Human Resources Section is involved in the roll-out of capacity building programs for Provincial Community Development divisions including districts and local-level governments, such as the delivery of a Front Line Management training course in Oro and Morobe Province.

The following are three key activities expected to be completed during 2008;

  • A 5-year training plan for DFCD
  • Provide an effective support service to the department’s staff
  • Assist the other branches and provincial divisions in human resource management issues.

Finance and Administration Section

The Finance and Administration Section provides financial advice to the Executive Management, support to the different sections/divisions of DFCD and produces reports such as financial and operational reports that meet the requirements of relevant government departments and development partners. The Section also provides in-house training for staff on financial management issues.

The Finance and Administration Section has recently upgraded DFCD fixed asset register and is implementing a more robust procurement policy to ensure improved internal controls and better value for money in purchasing.

Key activities for the coming twelve months are Finance and Administration Section’s installation of the Integrated Financial Management System and an Information Technology Infrastructure project that will improve staff access to computers, email and telephony.
